That is the only template engine I know can only offer these opinions:
- Keep as long as many examples of it use are added to the documentation.
- It seems to be powerful and offers some cool modifiers, some good documentation and users will not have to learn another.
OS
- Unix/linux for sure.
- would like to offer windows support as well, but can't say much good about it other than we will loose some home users and percentage of hosted users. How much I don't know but suspect it is more than 10%.
DB
- No major opinion except drop some of the obscure DBs:

- Ensure that on install the GD is a lower priority if another toolkit is found.
Features that can't be removed
- hidden item(s)
- permissions - per album level is fine for me.
- notifications
- comments
- url rewrite - guest views only, don't worry about pretty urls on the admin/config pages.
- image block
- albumselect
- registration
- slide show - one is fine I could care less about fallbacks
- dynamic album
- tags
- embedded movies ( Flash movie support )
- Rearrange - This is a very handy AJAXy thing and use it in most albums after upload. Perhaps this could be incorporated into the upload module.
- Localization - I don't use it but can see how it is very important.
Features I would like to see
- A really nice AJAXy upload
